inhabitants of this region, but all regional leaders and their staffs have fully recognised our point of view, and with their cooperation our achievements have been fairly satisfactory. Since our administration is only in its first stages, and since the population of Hong Kong is so large, difficulties in administration are unavoidable, especially regarding the question of the compulsory moving of peoples. We earnestly hope that the people of Hong Kong will understand our paternal point of view. Give us your help because your happiness is our happiness."
